Commissioner of Administrative Services must regularly consult with Connecticut State Data Center at University of Connecticut to review projected enrollment figures in school building grant applications and conduct annual regional school capacity assessments analyzing student enrollment for adjacent school facilities.

Regional educational service centers may enter into agreements with local or regional boards of education to provide administrative services including staff sharing, pupil personnel management, financial services, IT services, facilities management, and compliance monitoring.

Department of Education shall award special consideration to grant applications indicating use of regional educational service centers or joint purchasing agreements, expanding eligible services to include administrative services in addition to existing categories.

Cooperative arrangements established by two or more boards of education may report all expenditures as a single annual total without itemizing specific expenses, and must file independent public school financial reports annually.

Board of education reporting requirements updated to include reports on expenditures under cooperative arrangements, with revisions allowed until December 31st following September submissions.
