Exempts school districts in the top ten percent based on the district performance index from minimum budget requirement provisions for fiscal years ending June 30, 2016 and June 30, 2017.

Prohibits participation rates for the mastery examination from being included in the calculation of a school district's accountability index score.

Clarifies that accountability index scores shall include performance index scores and high school graduation rates, and may include academic growth, attendance, postsecondary readiness, and other measures as weighted by the Department of Education.

Effective from passage for both sections amending sections 10-262j(e) and 10-223e(a)(1) of the general statutes.
