Suspends the requirement that 25-75% of students in New London's approved interdistrict magnet school program be racial minorities for fiscal years ending June 30, 2016 and June 30, 2017.

Allows the magnet school program to remain eligible for per-student grants despite exceeding the standard racial minority enrollment cap, provided no more than 78% of total enrollment are pupils of racial minorities.

Requires the New London school district to submit a compliance plan to the Commissioner of Education by October 1, 2016 for meeting standard racial minority enrollment requirements beginning in the school year commencing July 1, 2017.
