Office of Early Childhood must develop a proposed compensation schedule for early childhood educators at programs receiving state funds for infant, toddler, and preschool spaces, after providing public notice and opportunity for comment.

Commissioner must consider level of education, early childhood training, relevant employment experience, compensation levels for certified teachers in public preschool programs, and state cost of living when developing the schedule.

Office may incorporate findings from a prior Plan to Assist Early Education State Funded Providers, utilize state and federal funding, and examine existing programs that offer financial incentives such as bonuses for degree completion.

Office must submit the proposed compensation schedule and report to the joint standing committees on education and appropriations by January 1, 2017, including legislative recommendations, implementation costs, analysis of impact on available preschool seats, and how the schedule integrates with quality rating systems.
