Establishes a state residential sustainable energy program administered by the Connecticut Green Bank to finance qualifying improvements for residential properties of four or fewer units, effective January 1, 2017.

Expands eligible improvements beyond renewable energy to include energy efficiency upgrades, water conservation, health and safety remediation (asbestos, mold, lead), and resiliency measures (flood and hurricane resistance).

Authorizes the bank and participating municipalities to use benefit assessments secured by property liens to finance qualifying improvements, with terms not exceeding the lesser of the average useful life of improvements or 25 years.

Requires the Connecticut Green Bank to establish program guidelines, standards for eligible improvements, consumer protections, loan loss reserves, and obtain Federal Housing Finance Agency approval before issuing loans.

Mandates the bank to submit annual reports on the program's progress and exempts sustainable energy program financing from residential mortgage loan regulations under the banking statutes.
