Requires the Office of Policy and Management, in consultation with the Department of Consumer Protection, to conduct or commission a study evaluating the costs and benefits of authorizing and licensing a commercial gaming facility in Connecticut.

Study must identify which types of commercial gaming effectively maximize state revenues and compare options regarding geographic locations, tax rates, internal controls, minimum capital investments, and regulatory structure for licensing and oversight.

Requires economic and legal analysis of potential effects on existing gaming compacts with the Mashantucket Pequot Tribe (January 13, 1993) and Mohegan Tribe of Indians of Connecticut (May 17, 1994), including impacts on minimum contributions and exclusivity obligations.

Office of Policy and Management must report study results and recommendations to joint standing committees on finance, commerce, planning and development, public safety and security, and regulation review by January 1, 2018.
