Bill Summary: HB05579

• Establishes greenhouse gas emissions reduction targets: 10% below 1990 levels by January 1, 2020, and 80% below 2001 levels by January 1, 2050, with the Commissioner of Energy and Environmental Protection determining actual levels in consultation with the Governor's Council on Climate Change.

• Requires state agencies to submit reports by January 1, 2018, and biennially thereafter, identifying activities and improvements designed to meet energy savings goals and reduce greenhouse gas emissions.

• Mandates the Commissioner of Energy and Environmental Protection to report every three years to the General Assembly on emissions reductions achieved, including proposed regulations, scientific assessments, state agency emissions estimates, and progress in other states and countries.

• Adds requirement for reporting on state actions under the Global Climate Leadership Memorandum of Understanding and explanation of increases or decreases in state agency greenhouse gas emissions.

• Repeals section 22a-200e and renames the "Steering Committee on Climate Change" to the "Council on Climate Change" throughout the statute, effective October 1, 2016.
