HB 5581 Summary

• Changes zoning regulations for development rights from mandatory ("shall") to permissive ("may"), allowing municipalities discretion in authorizing transfers.

• Enables development rights transfers to occur between zoning districts designated in a zoning ordinance, not limited to transfers within a single district.

• Removes the requirement that transferor and transferee must apply jointly, allowing transfers when parties are unknown to one another.

• Takes effect October 1, 2016 and amends Connecticut General Statute Section 8-2f.
