Commissioner of Energy and Environmental Protection must enter into an agreement with the town of East Haddam and the Bashan Lake Association by November 1, 2017 regarding annual water level draw downs at Bashan Lake.

Water level draw downs shall aim to control weeds, prevent property damage and erosion, and prevent reduction in association property values.

Draw down schedule must balance recreational needs, preservation of lakefront infrastructure, fisheries habitat, and other natural resource concerns.

Bashan Lake Association must monitor the lake and submit any petition concerning draw downs to the town of East Haddam at least 60 days before the proposed commencement date.
