Requires the Commissioner of Social Services to procure workers' compensation coverage for personal care attendants employed directly by consumers in the Community First Choice program, effective July 1, 2016.

Mandates fiscal intermediaries to administer and disburse workers' compensation benefits to covered personal care attendants who sustain injuries on consumer property.

Authorizes amendments to the Medicaid state plan to increase per-consumer allotments to cover additional costs for workers' compensation benefits where permitted under federal law.

Excludes personal care attendants hired through third-party employers from coverage under this act.

Requires the Commissioner of Social Services to adopt regulations specifying benefit types, rates, and duration for workers' compensation coverage under the program.
