Establishes a standing subcommittee within the Council on Medical Assistance Program Oversight to study and make recommendations on services for children and adults with complex health care needs, effective July 1, 2016.

Subcommittee membership includes the Child Advocate, family/child advocates, the executive director of the Council on Developmental Disabilities, Connecticut Association of Public School Superintendents executive director, developmental disabilities experts, and the Healthcare Advocate.

Requires subcommittee to submit report by July 1, 2017 with recommendations including metrics for evaluating state-funded services quality, necessary statutory changes, and identified service gaps for children and young adults with developmental disabilities.

Requires subcommittee to submit assessment by January 1, 2018 evaluating early intervention services, community-based services, congregate care settings, and recommending how state agencies can collaborate to improve outcomes and reduce institutional care placements.

Defines "developmental disability" as a severe, chronic disability as defined in 42 USC 15002.
