Department of Social Services shall establish supplemental inpatient payment pools for all hospitals and a separate pool for certain small independent hospitals, with payments excluded for children's hospitals and state-operated acute care hospitals (except those operated as receivers).

Commissioner shall make quarterly payments to eligible hospitals from supplemental inpatient payment pools no later than the last day of the second month of each quarter, with each payment equaling one-quarter of the hospital's annual allocated portion.

Hospitals may deduct from quarterly hospital tax payments any authorized but unpaid amounts owed from supplemental inpatient payment pools or other hospital payment pools established by the General Assembly.

Interest earned on supplemental inpatient payment pool funds shall be credited to the pools, and funds cannot be diverted to other state uses.

All provisions take effect July 1, 2016.
