Repeals and replaces Section 17b-245b of the general statutes regarding Medicaid reimbursement for federally qualified health centers, effective July 1, 2016.

Requires the Commissioner of Social Services to exclude federal and state bond and grant awards for capital projects and their related operating and depreciation costs from administrative cost calculations in Medicaid reimbursement.

Permits reimbursement for multiple medical, behavioral health, or dental services provided to an individual during a single calendar day under Medicaid, regardless of service type.

Removes the requirement for the commissioner to report to the joint standing committees on appropriations and human services regarding reimbursement methodology changes by January 1, 2008.
