Tolls the statute of limitations because Corbett commenced a civil action in superior court for the judicial district of Ansonia-Milford in 2012, providing notice to the state within the limitations period for property damage allegedly occurring in August 2009.

Requires Corbett to present her claim to the Claims Commissioner no later than one year after this act's effective date.

Prohibits the state from asserting failure to comply with filing requirements, improper notice, or prior consideration of the claim as defenses.
