Allows municipalities to establish competitive bidding requirements with sealed bidding waived for contracts/purchases of $25,000 or less, and permits purchases from vendors with contracts through regional educational service centers or regional councils of governments.

Expands the regional performance incentive program to include regional educational service centers and local/regional boards of education as eligible applicants for grants to fund regional service sharing and special education initiatives.

Authorizes municipalities to enter into partnerships to share resident state troopers and other law enforcement personnel.

Requires the Department of Education to study methods for reducing student transportation costs and increasing efficiencies, with recommendations due by June 30, 2017.

Appropriates funds including $366,000 to audit private special education providers and $250,000 for the Department of Education to conduct the transportation study.

Adds consideration of technology infrastructure needs to municipal and regional conservation and development planning requirements.
