Allows municipalities to establish competitive bidding requirements by ordinance, with sealed bidding not required for contracts or purchases valued at $25,000 or less.

Permits municipalities to purchase equipment, supplies, materials, and services from vendors with contracts available through regional educational service centers or regional councils of governments.

Authorizes municipalities to enter into partnerships with one or more other municipalities to share resident state troopers or other law enforcement personnel.

Expands the regional performance incentive program to include regional educational service centers as eligible applicants for grants supporting joint service provision, planning studies, and shared information technology services.

Allocates funds from the regional planning incentive account to the Auditors of Public Accounts beginning fiscal year 2016 to audit private providers of special education services.
