Requires municipal and regional development plans to consider application and use of technology to enhance efficiencies, foster collaboration, increase transparency, access to information, and reduce costs.

Amends section 8-23(d) to add technology considerations as a factor for municipal planning commissions and section 8-35a(a) to include technology in regional council of governments conservation and development plans.

Adds new subsection 16a-27(i) requiring state plan of conservation and development revisions after October 1, 2016 to consider technology applications for the same efficiency and transparency purposes.

Limits regional performance incentive program grants for connecting municipalities to state-wide high-speed network to applications submitted through December 31, 2017 (instead of ongoing eligibility).

Requires Department of Administrative Services to publish list of state technology contracts on its website and make it accessible to municipalities by January 1, 2017, and annually thereafter.
