Commission on Municipal Opportunities and Regional Efficiencies shall develop a regionalization evaluation tool by July 1, 2016 in consultation with municipalities, labor unions, and business leaders to measure municipal and school board performance and efficiencies.

Commission shall submit recommendations for state funding based on the evaluation tool criteria to the General Assembly's local government and appropriations committees by July 1, 2017.

Municipalities and local or regional boards of education must report compliance with established criteria to the Office of Policy and Management by February 1, 2018, with the Office authorized to conduct audits.

State funding adjustments based on performance relative to the evaluation tool criteria shall be implemented by July 1, 2018, excluding adjustments to discretionary state funding.
