Establishes higher thresholds for specific entities including the Judicial Branch ($1,250,000) and state system of higher education ($2,000,000) for repairs, alterations, and additions.

Amends multiple state statutes (4b-52, 4b-91, 4b-51, 4e-42, 10a-109n, 13b-20n) to reflect the new $1,000,000 threshold throughout state construction procurement requirements.
