Requires public agencies to post meeting minutes on the Secretary of the State's designated internet website within seven days, in addition to their own websites (effective July 1, 2017).

Mandates state public agencies to electronically file meeting schedules with the Secretary of the State by January 31st each year in a prescribed manner.

Requires public agencies to file agendas electronically with the Secretary of the State at least 24 hours before meetings and post them on both the agency's website and the state-designated website.

Specifies that special meeting notices and emergency special meeting minutes must be filed electronically with the Secretary of the State and posted on a state-designated website.

Establishes that the Secretary of the State shall designate a central internet website where all required public agency filings, schedules, agendas, and notices must be posted for public access.
