Adds clarifying cross-references to section 1-200 (definition of Freedom of Information Act) in seven different general statutes sections to standardize how the FOIA is cited throughout Connecticut law.

Updates section 8-13t regarding zoning commission procedures for incentive housing developments to reference the FOIA definition.

Modifies section 16a-3b regarding energy procurement requests for proposals to clarify that confidential bid information is not subject to FOIA disclosure.

Amends section 17a-106a to specify that multidisciplinary child abuse investigation teams are not public agencies under the FOIA.

Updates sections 19a-17c, 26-69, 46a-13e, and 46a-13n to consistently reference the FOIA definition in sections addressing peer review materials, wildlife management documentation, Victim Advocate records, and Child Advocate records.

All changes become effective October 1, 2016.
