Conveys approximately 0.314 acres of state land in Manchester to the town of Manchester at no cost for highway and traffic purposes, with reversion to the state if not used for specified purposes.

Amends Special Act 13-23 to allow the town of Southbury to sublease approximately 45 acres of state land (Southbury Training School Personnel Village) to nonprofit organizations for senior housing development, including Low Income Housing Tax Credits financing.

Requires the Commissioner of Administrative Services to conduct a study of state-owned residential-zoned properties in Glastonbury that are located in commercially-authorized zones and submit recommendations to relevant General Assembly committees.

Conveys approximately 3.38 acres including the Mary Shepherd Home in Middletown to the city for $1 for permanent supportive housing focused on veterans, with authority to transfer or lease to a qualified respondent through a request for proposals.

Authorizes the Commissioner of Transportation to lease approximately 0.35 acres in Greenwich to the town for the Bruce Museum for open space and public parking purposes.

Conveys approximately 0.32 acres in New Britain to the city at administrative cost for economic development purposes, with revenue from sales or leases transferred to the General Fund.
