Sets nonrefundable application fee at $75 and annual registration fee at $400 for both dealers and manufacturers; annual renewal required.

Violation penalties include fines up to $50 per day for operating without proper registration; $90 fine for operating up to 90 days after expiration; Commissioner must send written notice allowing 60 days to comply before penalties imposed.

Removes provisions regarding partnership succession rules and criminal history disqualifications for applicants.
