Establishes a weekly internet auction program administered by the Commissioner of Motor Vehicles to sell license plates, including both issued plates and those not yet in circulation.

Sets minimum market value of $1,000 for all plates, with four or fewer characters valued higher than plates with more characters; allows the commissioner to determine market values through auction or appraisal.

Charges bidders $12 annual participation fees and sellers $12 per $1,000 (or portion thereof) of the auction sale price.

Directs 100% of auction proceeds for uncirculated plates to the municipal revenue sharing account and 50% of proceeds for issued plates to that account, with the remaining 50% going to the seller.

Allows the commissioner to contract with independent contractors to implement the program, with contractor fees paid as a percentage of generated revenue, and permits a weekly lottery-style contest with cash prizes in consultation with the Connecticut Lottery Corporation.
