Establishes a "criminal justice bail bonds extradition account" within the Insurance Fund to fund Division of Criminal Justice efforts to return fugitives who absconded on bail bonds to the state for prosecution, effective October 1, 2016.

Requires all surety bail bond agents licensed under chapter 700f and professional bondsmen licensed under chapter 533 to pay an annual $200 fee by November 30 to the Insurance Commissioner for deposit into the extradition account.

Suspends licenses of surety bail bond agents who fail to pay the annual $200 fee; requires the Insurance Commissioner to report non-paying professional bondsmen to the Commissioner of Emergency Services and Public Protection.

Courts may order persons convicted of failure to appear in the first or second degree to pay a fee not exceeding $50 to the extradition account upon motion of the prosecuting official.

Requires state's attorneys to impose geographical limitations on extradition warrants for felony arrests before signing, and mandates law enforcement agencies to enter such warrants with geographical limitations into appropriate databases within two weeks of receipt.
