Proposes a constitutional amendment to establish the Special Transportation Fund as a perpetual fund with resources expended solely for transportation purposes and debt service on state transportation obligations.

Requires all funding sources mandated by state law to be credited to the Special Transportation Fund to continue being deposited into that fund and prohibits the General Assembly from redirecting, decreasing, or reallocating these sources.

Vests original jurisdiction in the state Supreme Court to compel the General Assembly by mandamus to perform its constitutional duty regarding the Special Transportation Fund.

Designates the proposed amendment for presentation to voters at the general election on November 8, 2016, with ballot language describing the three main protections for transportation funds.
