Backer represented the 121st district from 1993 until his death and served as vice chairman of the Appropriations Committee and chairman of the Energy and Technology Committee

Backer was a third-generation commercial fisherman, licensed Merchant Marine officer, and founder of the Soundkeeper Fund to protect Long Island Sound from pollution and contamination

Backer is survived by his mother, two sons (Luke and Jacob), one brother, two sisters, and one grandson

Directs the clerks of the House and Senate to send a copy of the resolution to Backer's family as an expression of esteem and affection
