Establishes joint rules for the June 20 reconvened session of the 2016 General Assembly, based on 2016 regular session rules with specified amendments.

Limits the reconvened session to reconsidering bills disapproved by the Governor, with no substantive resolutions permitted except those concerning session rules, journal printing, and session expenses.

Requires the reconvened session to adjourn sine die no later than midnight on June 23, 2016.

Prohibits amendments to disapproved bills and requires a two-thirds majority vote in the chamber of origin for passage, with recorded yeas and nays in both chambers.

Directs House and Senate clerks to notify the Secretary of State and Legislative Commissioners of final action on each disapproved bill, with engrossed copies bearing notation of final action and date of passage if repassed.
