Allows manufacturers of electric vehicles only to obtain new or used car dealer licenses if they have no franchise agreements with dealers in the state and meet additional ownership restrictions.

Exempts electric vehicle manufacturers licensed as dealers from franchise agreement filing requirements and dealer protection laws under sections 42-133r to 42-133ee.

Permits the Commissioner of Motor Vehicles to extend temporary dealership operating licenses for manufacturers up to two years total if bona fide efforts are being made to sell the dealership.

Authorizes manufacturers engaged in rental and construction equipment businesses to operate used car dealerships limited to previously used vehicles from their fleet or trade-ins, with restricted warranty and financing activities.

Takes effect October 1, 2016 and amends sections 14-51, 14-52b, 14-67a, and 42-133r of the general statutes.
