Requires the Office of Policy and Management to establish and maintain standards for agency data on expenditures and program performance, including public availability of such data, effective July 1, 2016.

Directs the Secretary of the Office of Policy and Management to identify one or more publicly accessible Internet websites that provide regularly updated data regarding each agency's performance measures and source data.

Modifies the annual budget reporting requirements to focus on consensus revenue estimates, expenditure change levels, and fixed cost drivers rather than detailed expenditure and ending balance projections.

Simplifies the budget document requirements by removing detailed program-level narratives, performance measures, and object-of-expenditure breakdowns, while retaining summary information on appropriations, positions, and federal funds by agency.

All changes take effect July 1, 2016, amending Connecticut General Statutes sections 2-36b, 4-67m, 4-71, and 4-73.
