Department heads may determine that statutory provisions are sufficient to enforce requirements, allowing them to skip adopting regulations if they submit a signed certification to the Governor, Attorney General, and legislative regulation review committee.

Agencies must post notice of intent to adopt required regulations within five months of a public act's effective date or submit written explanation to the Governor and relevant committees if they fail to do so.

Agencies may make technical amendments or repeal regulations without notice or public comment for transfers of functions, name changes, renumbering, reorganization, statutory directive changes, contact information updates, or repeals of obsolete regulations.

Emergency regulations may be effective for 120 days, renewable for an additional 60 days, with an additional 60-day extension available for marine resource emergencies if the Commissioner of Energy and Environmental Protection requests it.

Repeals section 4-170b requiring agencies to report on mandated regulations they failed to submit to the legislative regulation review committee by December first.
