SB 00017 Summary

• Establishes the Intellectual Disabilities Partnership between the Commissioners of Developmental Services and Social Services to expand community-based services, maximize federal funding, and reduce reliance on institutional care for persons with intellectual disabilities.

• Transfers autism spectrum disorder services from the Department of Developmental Services to the Department of Social Services, establishing a Division of Autism Spectrum Disorder Services with a new advisory council to provide services to all state residents with autism spectrum disorder regardless of age.

• Requires Department of Social Services approval for any change in ownership of licensed community living arrangements operated by private providers and creates regulations for residential facility licensing including cardiopulmonary resuscitation certification, emergency preparedness, and unannounced quality service reviews.

• Modifies hospital payment rates under Medicaid to use diagnosis-related group methodology for inpatient services and ambulatory payment classification system for outpatient and emergency room services, effective July 1, 2013.

• Reduces funeral and burial allowances from $1,400 to $1,200 for beneficiaries of state assistance programs and freezes state payment rates for residential care homes and community living arrangements through June 30, 2017.
