Establishes special police forces for The University of Connecticut at Storrs and its campuses, including the Health Center in Farmington, and for four state universities (Central, Southern, Eastern, and Western Connecticut State Universities)

Authorizes establishment of special police forces at 12 community colleges subject to Board of Regents for Higher Education approval: Asnuntuck, Capital, Gateway, Housatonic, Manchester, Middlesex, Naugatuck Valley, Northwestern, Norwalk, Quinebaug Valley, Three Rivers, and Tunxis Community Colleges

Grants special police force members the same duties, responsibilities, and authority as local police department members under specified state statutes

Defines jurisdiction of special police forces to extend across property owned or controlled by each institution, and to University of Connecticut property in Mansfield

Effective July 1, 2016
