SB 67 Summary

• Expands authority for advanced practice registered nurses (APRNs) to perform functions previously limited to physicians across multiple Connecticut statutes effective October 1, 2016 and January 1, 2017.

• Authorizes APRNs to issue medical certifications for incapacity determinations, disability benefits, life support decisions, tuberculosis reporting, controlled substance prescriptions, and marijuana certifications for qualifying patients.

• Permits APRNs licensed under chapter 378 to work independently in specified healthcare contexts including school medication administration, nursing home care, home health services, and emergency medical services.

• Restricts APRNs from certifying glaucoma-related marijuana use and requires physician involvement for certain neurological determinations related to permanent unconsciousness.

• Updates 74 sections of state law to recognize APRNs as qualified healthcare professionals equivalent to physicians for medical certifications and treatment authorizations, with limited exceptions.
