Department of Children and Families must develop a notification of support document by January 1, 2017 and provide it to foster parents and relative caregivers at child placement and upon request.

Notification must inform caregivers of their right to participate in placement and treatment teams, attend department meetings concerning the child, and communicate with the child's social worker.

Notification must detail caregiver rights to timely court hearing notification, receive professional support and guidance, access after-hours careline services, and obtain child records within 24-72 hours of emergency placement.

Notification must explain caregiver privileges regarding training requirements, expression of concerns about treatment plans, advocacy for services, and ability to refuse placements or request removal without retaliation.

No provision creates a private cause of action for violations of this section.
