Amends Connecticut's coastal management policies to require that dredging and disposal of dredged materials from federally maintained navigation facilities be informed by benthic studies and surveys.

Establishes a preference against open water placement of dredged materials, directing federal and state agencies to disfavor this disposal method.

Modifies Section 22a-92(c) of the general statutes to incorporate new environmental considerations into long-range planning for navigation facility maintenance on Long Island Sound.

Takes effect upon passage and applies to federal and state agency responsibilities under Connecticut's coastal management chapter.
