Designates a portion of the Housatonic River as a wild and scenic river under the federal Wild and Scenic Rivers Act (Public Law 90-542) based on a memorandum of agreement among the Housatonic River Commission, National Park Service, Department of Energy and Environmental Protection, Northwest Hills Council of Governments, and Housatonic Valley Association, Inc.

Appoints the Northwest Hills Council of Governments as the administering agency for the Housatonic River on behalf of the Housatonic River Commission in accordance with Section 2(a)(ii) of the Wild and Scenic Rivers Act.

Requires the Governor to submit an application to the Secretary of the Interior to complete the federal designation of the designated river portion.

Preserves the right of persons to conduct authorized agricultural activities that do not require an Army Corps of Engineers permit.
