Increase the earnings threshold for temporary family assistance (TFA) recipients from 100% to 150% of the federal poverty level, allowing recipients employed within 21 months to maintain benefits while earning more.

Provide supplemental benefits equal to the difference between earned wages and 150% of the federal poverty level for 12 months to recipients employed within 21 months of receiving TFA.

Authorize a one-time payment of $1,000 to former TFA recipients who exhausted benefits without employment but subsequently become employed.

Establish a state subsidy covering the difference between unemployment benefits and wages earned for jobs paying below the unemployment benefit amount, lasting for the applicable unemployment entitlement period.
