Establishes a task force to study zoning regulations for temporary health care structures and develop a model zoning ordinance for such structures.

Defines "temporary health care structure" as a transportable residential structure not larger than 300 gross square feet, assembled off-site, occupied by one mentally or physically impaired person, and compliant with State Building Code and Fire Safety Code.

Task force composition includes six members appointed by legislative leaders (president pro tempore of Senate, Speaker of House, majority and minority leaders of both chambers) within 30 days of the bill's effective date.

First task force meeting must be held within 60 days of the effective date, with chairpersons appointed from Senate president pro tempore's and Speaker's appointees.

Task force must submit findings and recommendations to relevant legislative committees, the Department on Aging, and the Connecticut Chapter of the American Planning Association by January 1, 2017, at which point the task force terminates.
