Establishes a private occupational school student protection account funded by contributions of 0.4% of quarterly tuition received by authorized private occupational schools, with payments due January 30, April 30, July 30, and October 30 each year.

Distance learning and correspondence schools contribute only for Connecticut residents enrolled in their programs, and only Connecticut residents from these schools are eligible for tuition refunds from the account.

Students unable to complete courses due to school insolvency or cessation of operation may apply to the executive director for tuition refunds from the account, with the executive director determining eligibility and refund amounts.

Removes provisions that allowed schools to suspend contributions when the account balance exceeded $2.5 million or reached specified percentages of annual net tuition income.

Requires students receiving refunds to assign all legal rights against the school to the state, allowing the state to pursue claims to replenish the account.
