Increases the maximum state allowance for funeral and burial expenses from an unspecified amount to $1,400 for beneficiaries of state supplement, temporary family assistance, and general assistance programs upon death.

Reduces the state's funeral payment obligation by deducting: funeral funds, prepaid funeral contracts, life insurance policy face value, net value of liquid assets in the decedent's estate, and contributions exceeding $3,200 from other sources (friends, relatives, organizations, veterans' programs, and benefit programs).

Removes the previous provision allowing unlimited contributions from other sources without reducing the state's obligation, replacing it with a $3,200 threshold above which additional contributions reduce state liability.

Authorizes the Commissioner of Social Services to adopt regulations to implement these provisions and allows temporary policies to take effect upon notice on the eRegulations System before final regulations are adopted.

Effective date: July 1, 2016.
