Removes language requiring residential care homes to be reimbursed the greater of accumulated fair rent reimbursement or three dollars and ten cents per day, effective from passage.

Maintains existing reimbursement rates for residential care homes for fiscal years ending June 30, 2016, and June 30, 2017, with exceptions for pro rata fair rent increases for documented additions placed in service in cost years ending September 30, 2014, and 2015.

Allows the Commissioner of Social Services to provide fair rent increases to facilities with interim rate status, changed allowable fair rent, or departmental agreements, ensuring such facilities receive lower rates when applicable.

Preserves all previously established provisions regarding operating cost components, allowable fair rent calculations, administrator salaries, inflation adjustments, and capital improvement rate increases for residential care homes.
