Commissioner of Social Services must conduct a study of programs administered by the Department of Social Services, effective from passage.

Study shall examine responsiveness of department programs to service recipients, identify existing problems within programs, and assess whether staff allocation meets service needs.

Commissioner must report findings to the joint standing committee on human services by July 1, 2017, in accordance with section 11-4a of the general statutes.

Report may include commissioner's recommendations for addressing service gaps and improving access to services.
