Permits Medicaid applicants and recipients to enter into caregiver agreements with family members for payment of care services without penalty for improper asset transfer, provided services avoid or delay nursing home placement or need for Medicaid waiver home and community-based services.

Requires caregiver agreements to be executed before service delivery, signed and notarized by both parties, and specify frequency, location, and duration of services provided.

Mandates payment on a daily, weekly, biweekly, or monthly basis for services received with no prepayment allowed, and rates capped at either Connecticut's Partnership for Long-Term Care published rates or twice the state minimum wage for unpublished services.

Prohibits payment for social activities, companionship, services provided in nursing homes or health care facilities, and travel to appointments (except mileage reimbursement at federal business rates).

Requires applicant or recipient to provide a signed statement from a licensed health care professional documenting how family care avoided or delayed institutional placement, and to demonstrate compliance with state and federal tax requirements.
