Establishes a task force to study hoarding issues, including current methods used by public agencies to address hoarding and barriers to intervention.

Task force shall create a framework to coordinate efforts among state and local agencies to address public safety and health issues related to hoarding.

Task force shall examine whether Medicaid ineligibility periods can be waived for individuals with compulsive hoarding disorder whose assets are discovered after applying for Medicaid.

Task force membership consists of 17 representatives including appointed members from legislative leadership, state commissioners, local officials (fire marshals, police chiefs, building inspectors), and representatives of professional associations and advocacy groups.

Task force must submit findings and recommendations to the joint standing committee on public safety and security by January 1, 2017, at which time it shall terminate.
