Police Officer Standards and Training Council must develop a model policy by October 1, 2016 for training armed security personnel at independent institutions of higher education who are not state-certified.

Independent institutions of higher education must require uncertified armed security personnel to complete training meeting or exceeding the model policy standards on and after July 1, 2017.

Institutions must submit compliance reports to the Police Officer Standards and Training Council every two years beginning July 1, 2017.

All institutions of higher education and private occupational schools must conduct safety and security audits of every campus by January 1, 2018 and every five years thereafter, submitting results to the Commissioner of Emergency Services and Public Protection.

Existing requirements for institutions to maintain and annually update emergency response plans with local first responders remain in effect.
