Amends Connecticut General Statutes Section 53-341b to require in-person meetings for body armor sales or deliveries, with specific exemptions for authorized government and military personnel.

Adds firefighters (as defined in section 7-232j) and volunteer fire company members to the exemptions, allowing municipal officials to purchase body armor on their behalf without in-person transfer.

Adds emergency medical services personnel (as defined in section 20-206jj) to the exemptions, allowing authorized officials of emergency medical service organizations to purchase body armor on their behalf without in-person transfer.

Defines "body armor" as any material designed to be worn on the body to provide bullet penetration resistance.

Makes violations a Class B misdemeanor; takes effect October 1, 2016.
