Local registrars must appoint at least two suitable persons as subregistrars authorized to issue removal, transit, burial, and cremation permits during hours when the registrar's office is closed.

Subregistrar appointments require written approval from the chief elected official of the town and must consider locality to best serve town inhabitants.

Chief Medical Examiners, Deputy Chief Medical Examiners, and associate medical examiners are automatically considered subregistrars for purposes of issuing removal, transit, and burial permits.

Subregistrars issue removal permits upon receipt of a completed death certificate and must forward the certificate to the town registrar within seven days.

Fees for removal, transit, and burial permits are paid to the town issuing the permit; effective date is October 1, 2016.
