Expands workers' compensation coverage to include post-traumatic stress disorder (PTSD) diagnosed by a licensed and board certified mental health professional for police officers and firefighters who visually witness a death or its immediate aftermath while on duty.

Defines "immediate aftermath" as the scene where death occurred for a period not exceeding six hours after law enforcement secures the scene.

Applies retroactively to visual witnessing of deaths occurring on or after January 1, 2016.

Maintains existing exclusions for mental or emotional impairments resulting from personnel actions such as transfers, promotions, demotions, or terminations.

Repeals section 31-294h of the general statutes effective upon passage.
