Establishes HUSKY Plus as a supplemental health program for HUSKY B members whose medical needs cannot be accommodated within the basic benefit package, serving members with intensive physical health needs.

Requires the commissioner to contract with one or more entities to administer HUSKY Plus and conduct an external quality review by July 1, 2017.

Specifies that HUSKY Plus benefits shall be supplemental to HUSKY B services and include powered wheelchairs, with providers accepting medical assistance program rates as payment in full.

Requires the commissioner to adopt regulations by July 1, 2017 establishing program criteria, services, and appeal procedures, with priority given to members with household incomes at or below 249 percent of the federal poverty level.

Provides that members receiving HUSKY Plus benefits are ineligible for Title V of the Social Security Act services, except for respite care services.
